Russell Man Arrested Following Discovery of Homemade Bomb

According to Russell Police Chief Dale Weimaster, on June 30 at approximately 5:05 PM, the Russell Police Department received a report that a subject had been making an explosive device and threatened to plant one at a residence in the 900 Block of East 7th in Russell.
An officer of the Russell Police Department responded to the residence and found an object that appeared to be a homemade explosive device.
The Russell Police Department applied for and was granted a search warrant for the residence.
The Kansas Highway Patrol bomb removal unit was contacted and responded to assist.
The device was removed from the residence and was destroyed. Evidence was collected from the destroyed device.
While executing the search warrant for the possible explosive device, drug paraphernalia was located in the residence and taken as evidence.
JD Heil of Russell was placed under arrest and taken to the Russell County Jail where he was charged with criminal possession of explosives and possession of drug paraphernalia.
There were no injuries and no damage to property due to the device.
The investigation is continuing.
