Russell City Council Approves Building Resilient Infrastructure and Communities Grant Agreement

The Russell City Council met Tuesday and approved a Building Resilient Infrastructure and Communities Grant agreement.

According to City staff, as part of the City Council approved electric distribution rebuild project, staff applied for a FEMA Hazard Mitigation Grant through the Building Resilient Infrastructure and Communities Grant program to be used for the north residential one and two circuits. The City was awarded $2,175,626.31 in Hazard Mitigation Assistance funds.

City staff also applied for funding under the Build Kansas Grant Fund and was awarded $339,941.61.

The funds from both grants will be used to offset the cost of rebuilding the north residential one and two circuits.

Also Tuesday, the City Council approved a Kansas Corporation Commission's Energy Efficiency and Conservation Block Grant agreement.

According to City staff, on March 29, staff applied for the Kansas Corporation Commission's Energy Efficiency and Conservation Block Grant to replace LED lighting within the City. With this grant, the City aims to reduce energy consumption and enhance safety for all residents and visitors navigating City streets.

Electric Department crews will replace outdated high pressure sodium, mercury vapor and metal halide bulbs with energy-efficient LED technology. Replacement of the existing lighting with LED technology also alleviates future maintenance expenses.

The application was submitted to include $114,620 for purchasing 311 AEL ATBO Buy American LED Cobra Head lights, $3,110 for City of Russell linemen to install the lights and $5,053 for the use of a City of Russell bucket truck. Lead time for ordering the lights is approximately seven to nine weeks and City staff estimates one month to complete the project. Work is scheduled to commence on July 1.

Also Tuesday, the Council continued to discuss the 2025 budget.
