Russell City Council Approves Ordinance Providing for Stop Sign at East Edward Avenue, Frontage Road

The Russell City Council met Tuesday and approved an ordinance providing for a stop sign at the intersection of East Edward Avenue and Frontage Road just north of 24/7 Travel Store and east of South Fossil Street.

According to City staff, Frontage Road at East Edward Avenue currently has stop signs for southbound and northbound traffic. The KDOT Area Engineer recommended the City place a stop sign at the East Edward Avenue and Frontage Road intersection for westbound traffic to comply with the existing stop bar. Doing so would make this a multi-stop application.

City staff concurred with the area engineer and recommended placing a stop sign for westbound traffic at the East Edward Avenue and Frontage Road intersection.

City Councilmembers added they have seen several "near misses," as in near collisions, at the intersection and it might be useful to look at installing a stop sign at the other new intersection on the west side of South Fossil Street as well.

Also Tuesday, following a public hearing, the Council approved ordinances adopting the 24/7 Travel Store project plan for use in conjunction with a previously established redevelopment district, authorizing and approving an amended and restated development agreement between the City and Triplett, Inc. as the developer, and authorizing the issuance of taxable industrial revenue bonds.

The City established the 24/7 Travel Store redevelopment district by ordinance in 2019 and adopted the project plan. According to City staff, the project was delayed due to the COVID-19 pandemic and subsequent supply chain issues. Since then, the tax increment financing-eligible project costs increased and the TIF revenue over 20 years has decreased. The redevelopment plan reflects the updated numbers.

Also Tuesday, the Council approved a special event application for the Russell County Free Fair and also the beer garden at the fair.
